In this role, we’ll expect you to provide leadership across key projects in Children’s Services, including commissioning, safeguarding and risk management, with a focus on assuring the quality of safeguarding and risk management and a strategic oversight of performance management. Moreover, you’ll act as our lead for inspections and reviews, and ensure that the right learning and improvement happens as a consequence. Strong and productive partnerships with other service delivery organisations, including Adult and Community Services and Health, will be crucial. And it’s fundamental that we deliver services in a way that puts the aspirations of our citizens first, building a culture of achievement and excellence in delivering real outcomes

We expect that you’ll be able to offer compelling evidence of success at a senior management level within a similar setting, and a highly developed understanding of the current issues, challenges and opportunities within children’s social care. You should be able to bring a strategic perspective to the role, grounded in a realistic understanding of the practical challenges of raising performance levels and effecting cultural change. Able to quickly establish and develop strong working relationships with a range of partners and build credibility and trust with stakeholders at all levels, you will relish the chance to support, influence and strengthen resilience in the service.

The role provides additional accountability for improved performance and risk management in Children’s Services. As regulations and standards of practice change constantly the Assistant Director will ensure the service is briefed and ready to meet new expectations and provide robust challenge. This role covers the functions in Children’s Social Care of the quality assurance of service delivery; whilst strategic direction and daily operations are managed by the Deputy Director Children’s Social Care. This role also has responsibility for commissioning, improvement and inspection preparation.

The Assistant Director will have responsibility for the leadership and management of:

  • Corporate work-streams including performance clinics, staff consultation and attendance management.
  • Commissioning – ensuring full synergies with Adults and Public Health whilst maintaining a focus on children’s need and priorities for improved delivery.
  • Risk management – Management of the preparation and delivery of Education and Children’s Ofsted inspection and other statutory inspections.
  • Supporting the Deputy Director Children’s Social Care with the ‘Journey to Excellence’, ensuring that regulated provision is judged to be good or better and liaison with Ofsted for Regulated Provision.
  • Leadership for safeguarding with the quality assurance of operational practice though the Child Protection Unit. This will include all independent reviews of child protection and looked after children’s cases.
  • The responsibility for the Bradford Safeguarding Children Board and all serious case reviews, including publication.
  • Developing a Corporate Safeguarding Framework across all vulnerable people.
  • Service lead for the Children’s Trust.
  • Engagement and participation.
  • Strategic school planning including the capital programme, school place planning, and school reorganisation.
  • Strategic lead for health.
